Shappei Tonnan (東南 西北) is the chief of Time Patrol in Time Patrol Otasukeman.
He is the only character who doesn't know the identities of both the Otasukemen and Ojamamen groups being the members of his organization. Every time he gets rescued by the Otasukemen, he imposes his "training regime of love" for his members, in which Atasha's group gets the harsh course while Hikaru and Nana get the easy course.

- His name is also derived from both the following Tatsunoko series; Kotaro Azuma from "Casshan", and Kozaburo Nambu from "Science Ninja Team Gattchaman".
- Both their Japanese surnames start with the word, 東 (East).
- His hobbies are karaoke, but actually tone-deaf.
